It's part of a Penn Central freight train that has either stopped or stalled on its way up the Allegheny Mountains to Gallitzin and points West. Photo taken just West of the 24th Street Bridge.

Shown here (F to R) are five bridges: a Penn Central signal bridge, the 24th Street Bridge, two more PC signal bridges, as well as the 17th Street Bridge. Visible at the left is part of a mixed-cargo freight train that has either stopped or stalled on its way up the Allegheny Mountains to Gallitzin and points West.
